Project Description

The Phoenix Village project involved the design, budget, regulatory approval, scheduling and construction of a new, 98-unit public housing project at the site of the former CMHA King Kennedy Apartments. CMHA recently demolished the previous project and cleared the site for a less dense, affordable housing project. The new project consists of all new housing, ranging from two to four bedrooms. All have private entrances, yards and dedicated parking for each unit. Extensive design considerations were made in order to create a project that resembles owner-occupied housing, rather than traditional public housing units. These design characteristics and site plan make the project indistinguishable from market-rate housing.

TESCO Role

TESCO assembled the current project team and responded to CMHA's RFP that was issued in 2002. CMHA issued the RFP to solicit bids from developers/builders who would oversee all aspects of the project. TESCO was ultimately responsible for delivering a completed project to CMHA within an aggressive timeline and limited budget.

TESCO was awarded the project in the fall of 2002 with the requirement that all plans, designs and city approvals be completed by December 2002. TESCO has completed these tasks and the entire project within the original timeframe. TESCO also met all budgetary goals that were set, making Phoenix Village a success-story for all parties involved.
